In the beginning of 1956, the OKB-155 (Mikoyan-and-Gurevich) Design Bureau began developing a new supersonic intercepter under the designation I-7U. Soviet designers intended to develop two versions of the plane: I-7U, having cannons as armament and I-7K armored with rockets only.

The initial design of I-7U was completed in July 1956. As a result, the plane received mid-mounted 55 degree swept wing, fuselage with circular cross-section, single-seat pressurized cockpit, adjustable cone intel at the front of the fuselage accommodating radar antenna, adjustable horizontal stabilizer and 2 additional airbreaks under the fuselage, just in front of the wing roots. The armament consisted of two RN-30 cannons, located in the wing roots. Powered by LyulkAL-7F engine with nominal thrust of 6300kg and 10,000kg with afterburning, the aircraft was supposed to reach 2M airspeed.
